Inclusive Health Services (IHS)

Inclusive Health Services offers comprehensive primary care to people living with HIV, people at high risk for HIV, and people who identify as LGBTQ.

Inclusive Health Services at Upstate Medical University is designated by the NY AIDS Institute as a provider of high quality, comprehensive HIV treatment and prevention. We offer extensive services in HIV care, PrEP and PEP. Inclusive Health Services also provides primary care and hormone therapy for people who identify as LGBTQ, regardless of HIV status. Our practice offers affirming behavioral health, social work, care management, sexual health care, gynecological services including colposcopy, and an anal dysplasia program.

Our Practice Model

Inclusive Health Services provides team-based care, incorporating many roles to provide the best wrap-around services according to our patients’ needs. Our team members include:

  • HIV Primary Care
  • Pre-Exposure Prophylaxis for HIV
  • Post Exposure Prophylaxis for HIV
  • LGBTQ Primary Care
  • Hormone Therapy
  • Gynecological services including cervical colposcopy
  • Anal dysplasia assessment and treatment
  • Onsite individual and group behavioral health services such as individual:
    • Therapy
    • Medication Management
    • Mental Health Case Management
  • Letters of support for gender affirming surgery
  • Hepatitis C (HCV) treatment
  • Substance use/abuse assessment, education and referral Linkage, retention, and treatment adherence services

What to Know Before Your First Visit

Initial clinic visits will take a minimum of 2 hours. The first visit will include discussion about your medical history, a physical exam and lab work. You will also meet with one of our social workers and other service providers as needed. Please plan with this in mind if you are parking in a lot or garage or if someone is giving you a ride. Please note that we cannot provide childcare during clinic visits. We also request that cell phones be turned off once you are placed in the exam room.

Making an Appointment

Appointments for new patients at Inclusive Health Services may be made by calling us.

New patient appointments may be made by the patient, through a referral from a physician or a community-based organization. Appointments for new patients at Inclusive Health Services may be made by calling 315-464-5533 and requesting to speak with a Retention and Adherence (RAP) nurse.

For our non-English speaking patients, an interpreter will be provided via the phone. We work with many local and regional HIV programs and other human service providers. We will help you with referrals as needed.

If you are unable to keep a scheduled clinic visit, please call 315-464-5533 and request to speak to clerical staff. If you are going to be late for your scheduled appointment, please call 315-464-5533 and request to speak to the triage nurse. Please be aware if you are more than 15 minutes late for your scheduled appointment, you may be asked to reschedule.

Parking

Parking in the University Hospital, Crouse hospital and Syracuse University area is limited. Parking in the west garage is the preferred option and we can validate parking for that garage.

Patients who use Medicaid transportation will need to set up their ride in advance. Please consider taking the Centro bus or having someone drop you off and pick you up after your visit.

Insurance

Inclusive Health Services accepts all insurances with whom Upstate University Hospital currently participates. Visit the University Hospital website to view a full list of participating insurance carriers.

  • AIDS Drug Assistance Program: For our HIV + patients, we accept AIDS Drug Assistance Program (ADAP), also referred to as Ryan White Funding in some states. For more program information and to apply, visit the health.ny.gov website.
  • Uninsured Counseling: If you do not have insurance, staff at Inclusive Health Services can provide health insurance counseling and referral to apply for Medicaid, NY State of Health Marketplace plans (Affordable Care Act), ADAP, etc. Contact our office at 315-464-5533 for more information. IHS Orientation visits with non-medical staff to discuss your care and insurance options are free.
  • Within Upstate University Hospital: At Upstate University Hospital, you can contact our Patient Financial Resource Department for in-person help applying for Medicaid and/or other NY State of Health Marketplace / Essentials plans. Applications can often be done right over the phone by calling 315-464-5026. You can also contact the hospital for more information on the SUNY Outpatient Pharmacy Medication Assistance Program and for financial assistance with billing.

Prescriptions

Established IHS patients please call 315-464-5533 and request to be connected to the prescription line and provide the following information in your message:

  • Your full name
  • Your date of birth
  • Your pharmacy name and phone number
  • The names and doses of your medications

Please call 5-7 business days before your medication runs out. If you call after 2pm your medications may not be called into the pharmacy until the next business day. Prescription refill services are not available nights, weekends or on holidays.


HIV Clinic

Inclusive Health Services is the only Designated AIDS Center in Central New York. We treat patients that are HIV positive, seeking PrEP, and offer hormone replacement therapy for the LGBTQ+ community.
