Emergency Telephones
A trained dispatcher is available 24 hours a day to respond to emergency calls. A number of emergency telephones and call boxes are located on buildings throughout the campus. They can be used to report a criminal incident, a fire, or any other type of emergency. Requests for non-emergency services can be made in the same manner.

The Public Safety Office is open 24 hours a day, everyday, providing around-the-clock protection and service for the campus community.  Public Safety assists University Police by providing aid in enforcement of federal, state, and local statutes and Upstate Medical University regulations and the missions of Upstate Medical University and the University Police Department. 

The Public Safety Department falls under the leadership of the Chief of Police for the University Police Department, Frank E. Tees, Jr.

The Department is staffed by:

  • Chief of Police / Director
  • Deputy Chief / Assistant Director
  • Secretary
  • Two staff assistants
  • 58 Security Officers are provided under contract with Securitas Protective Services, Inc.
    • 4 Lieutenants
    • 6 Sergeants
    • 48 Officers

The Securitas officers are not police officers, but may exercise their citizens arrest authority when necessary.  These officers receive the New York State mandated training to be licensed in the state, plus an additional 40 hours of training. 

The Department of Public Safety is responsible for:
  • support services tailored to meet the needs of the campus community
  • security, and safety
  • fire and chemical emergency responses
  • initial law enforcement duties
  • supplementing the University Police Department as needed

Services include:

  • assistance with building and room lockouts
  • escorts
  • accident reporting
  • information
  • directions

Special Services for University Hospital include:

  • patient restraints
  • helicopter landings for Medivac patients
Patrols

Public Safety Officers maintain constant watch of the campus through vehicle, foot, and stationary patrols.  The patrols include regular checks of all campus buildings.  The grounds and parking areas are also patrolled.  Closed circuit television cameras monitor some areas of campus.

Working Relationships

Public Safety maintains a close working relationship with the University Police Department and other appropriate agencies as incidents dictate.
