Founded in 1988 in response to growing concern over meeting the service needs of individuals with both mental illness and substance abuse problems, the Upstate Center on Dual Recovery provides a comprehensive and community-based program of training, technical assistance, and educational experiences for people who work with this population and for local governmental and community agencies that have programmatic responsibility in this area.

Guiding Principles

  • Serve counties and local programs
  • Reach all areas of the 20-county region
  • Emphasize development of a dual-recovery capability within generic mental health services
  • Include recipients in planning and implementing events and activities
  • Provide special recognition for excellence of local efforts
