Robert J. Weber, MD — Is Professor and Chairman of the Department of Physical Medicine and Rehabilitation and Director of the residency program.
His clinical and research interests include electrodiagnosis and the enhancement of physical performance in individuals with disability on the "Physical Medicine" side and public health related aspects of disability and brain injury management on the "Rehabilitation" side of the specialty. He is a Past President of the American Academy of Physical Medicine and Rehabilitation, active in rehabilitation program development and in the international development of Rehabilitation Medicine. In this area of interest he frequently visits and the Department often hosts colleagues from China for academic exchanges.
Margaret A. Turk, MD — Margaret A. Turk, MD is Professor of Physical Medicine and Rehabilitation and Pediatrics at the State University of New York Upstate Medical University at Syracuse. She is also a Professor at Fudan University, Shanghai, China. She serves as Medical Director of Rehabilitation Services at St. Camillus Health and Rehabilitation Center and the Program Director for the Pediatric Rehabilitation Medicine fellowship at SUNY UMU. Dr. Turk is a Director of the American Board of Physical Medicine and Rehabilitation and was the Chairman of the Board 2005-2007. She also serves on the American Board of Medical Specialties Board of Directors and the Maintenance of Certification Task Force.
In addition to her clinical and administrative responsibilities, Dr. Turk is involved in rehabilitation research and has been funded by CDC over a 10 year period for projects related to secondary conditions of and health promotion for persons with disabilities. Her publications and national and international presentations have been on pediatric rehabilitation, pediatric electrodiagnosis, tone management, adults with cerebral palsy, secondary conditions, health promotion in disability, and the health of women with disabilities. She contributed to the 1997 and 2007 Institute of Medicine reports on disability “Enabling America” and “The Future of Disability in America.” She serves as a member of the NCMRR, NICHD Advisory Board, and has participated on the 2006 expert review panel of NIDRR. She participates with the NYS DOH Disability Prevention Program, funded through CDC NCBDDD, as the co-chair of the Working Group on Secondary Conditions. She serves on the Advisory Board for the NIH funded K-12 Rehabilitation Medicine Scientist Training Program.
She is the Co-Editor of the Disability and Health Journal and an Associate Editor of Pediatric Rehabilitation Medicine Journal. She continues to participate in peer review of manuscripts submitted for publication to other professional journals. She has served on a variety of program planning committees and standing and ad hoc study groups for CDC, NIH, and NIDRR, including the Medical Rehabilitation Research Subcommittee, NICHD, NIH, where she
was Chairman for two years.
She received The Ohio State University College of Medicine & Public Health Alumnae Achievement Award in 2000, and the United Cerebral Palsy Research and Educational Foundation Isabelle and Leonard Goldenson Technology and Rehabilitation Award in 2004.

Thomas Masten, MD — Dr. Thomas Masten has been doing injection procedures since 1985, and full time spine care since 1993. State of the art fluoroscopic guided Diagnostic and therapeutic injection techniques are the major focus of his spine care since joining Upstate Medical University, at Syracuse. The first decade was with the Institute for Spine Care with the Orthopedic Department, and since 2003, he has been with the Physical Medicine and Rehabilitation Department. He continues to teach as a Clinical Associate Professor of Physical Medicine and Rehabilitation, Orthopedics, and Family Practice. His publications have addressed Back Pain, and image guided injection techniques of facet blocks and discography.
Medical School was completed in Buffalo, NY. Family Medicine Residency was completed at University Hospitals of Cleveland, Case Western Reserve’s teaching hospital with Board Certified in Family Practice and an additional Certificate of Added Qualification in Sports Medicine Board. Extensive Postgraduate studies in spine care have included certification in Mechanical Diagnosis and Treatment of the spine, manual techniques and injection techniques. He has stayed on the cutting edge of spine procedures with ongoing education in spine interventional techniques as a member of the International Spine Interventional Society and the American Society of
Interventional Pain Physicians.
Claudine Ward, MD —
Shernaz Hurlong, DO — Dr. Hurlong completed her undergraduate degree at West Chester University in Eastern Pennsylvania before moving to Pomona, California to attend medical school at Western University of Health Sciences. While in medical school she received a scholarship to teach first and second year medical students osteopathic manual medicine. She then returned to the east coast for internship at Long Beach Medical Center in Long Beach, New York and residency in Physical Medicine and Rehabilitation at SUNY Upstate Medical University.
Upon completion of her residency, Dr. Hurlong accepted an appointment as a clinical instructor of Physical Medicine and Rehabilitation at SUNY Upstate Medical University. She is currently attending physician for consults and the acute inpatient rehabilitation unit. She is board certified in Physical Medicine and Rehabilitation. Her clinical interests include stroke, spinal cord injury, neurologic disorders, amputees, trauma, orthopedic post op, and outpatient musculoskeletal medicine including Electromyography and nerve conduction studies. She is very active in resident education and supervision.
She is a member of the medical staff at University Hospital, Crouse Hospital, Community General Hospital, the Syracuse VA Hospital, and St. Camillus rehabilitation unit.
David Kanter, MD —
Suehun Ho, MD — Dr. Ho specializes in non-operative spine care and Electrodiagnostic Medicine and research related to these areas.
Dr. Ho received her Medical Degree from Northeastern Ohio University's College of Medicine and completed her Pain Medicine Fellowship and her residency in PM&R at University of Michigan Health System where she also served as chief resident. Dr. Ho served on the faculty at the University of Michigan Health System as part of the Spine Program before moving to upstate New York.
She is a member of the American Academy of Physical Medicine and Rehabilitation, Association of Academic Physiatrists, North American Spine Society, American Academy of Pain Medicine, International Spine Intervention Society, and American Association of Neuromuscular and Electrodiagnostic Medicine.
