Monthly Parking
Monthly parking is available in the SUNY Upstate Parking Garage East (new garage w/Bridge) for visitors who have a long-term (in the hospital a week or more) patient in the hospital. Upstate Parking Garage East can be accessed by either Sarah Loguen or Elizabeth Blackwell Streets.
- The monthly fee in the Upstate Parking Garage East is $75.00 plus New York Sales Tax (total $81.00) a calendar month. Again, if a visitor signs up for monthly parking on or after the 15th of the month, the rate will be half the cost.
- A $5.00 deposit on the key card or windshield proximity pass is required for all visitor issues. This card/pass will enable the parker to use the Upstate Medical University Parking Garage 24 hours a day during the month they have paid.
- Deposit is refundable upon the return of the card/pass.
A yellow tag will be issued in place of a permanent sticker and must be displayed on the rear view mirror facing outward, whenever the car is parked in the garage. Visitors not displaying this tag may be ticketed and/or towed.
The return of the key card/pass (for refund of the deposit) may be made in person or by mail. If the return is made in person, visitors who are paid for the current month should park in the garage and arrangements will be made for their exit. If returning the key card by mail, a money order refund will be sent upon receipt of the key card. Those individuals should contact the Parking Office.
Daily Public Parking
Daily Public Parking is available in the Upstate Parking Garage East via either the Sarah Loguen or Elizabeth Blackwell entrances. A bridge connects this garage with the hospital. Daily parking is also available in E-Lot which is accessible from the University Hospital Circle adjacent to the Regional Oncology Center and at IHP via Madison Avenue. Daily Public Parking Rates are shown in the following table.

Public Safety
Public Safety is available 24 hours a day to provide an escort to the garage. You should allow approximately twenty minutes for Public Safety to arrange your escort.
Call boxes are located throughout the garage. The boxes can be located by the blue lights on top and have buttons for general assistance or as needed, for emergencies.
Public Parking Hardship Policy
A parking fee reduction is available to immediate family members of a patient upon meeting defined criteria. In order to be considered eligible, a hardship form must be completed at the Upstate Parking Office.
The form requires:
- Identification of relationship to patient, and
- Proof of need via one of the following:
- Active SSI card,
- Active Medicaid card,
- Active Unemployment Check Stub or presentation of a Monetary Determination letter from DOL within one month of the date of issue indicating unemployment status is pending,
- Other type of financial hardship (must be verified by a University Hospital social worker)
Upon arrival, the parking office will provide stickers, for a period not to exceed 5 days on a given occasion. Hardship approval will result in a fee of $2.00 being charged for each day regardless of the amount of time in the lot. The hardship sticker must be affixed to the back of the parking lot ticket, resulting in the maximum $2.00 fee.
