Garage
Surface Parking
The SUNY Upstate Medical University Parking Garage West (Scheduled to open November 1, 2008)
Upstate Garage West is a 1500 space parking structure rebuilt to serve patients, employees and students of SUNY Upstate Medical University. Entrances are located on Sarah Loguen Street and Harrison Street and exits are located on Sarah Loguen Street and Harrison Street Eastbound. The garage is open 24 hours a day, Monday through Sunday.
Garage Information
Employees: To qualify for Parking Garage East (or Parking Garage West effective 11/1/08) parking, an employee must request placement and will be notified when space becomes available. A waiting list will be maintained by the parking office. Exceptions are made for immediate access by the Parking Committee.
Students: First year students, who do not reside in Clark Tower, are not eligible to park in the garage. Parking is available for the first year students at Alliance Stadium. If the student resides in Clark Tower, they are eligible for Garage East parking. A first year student is considered a student starting their first academic year on the SUNY Upstate Campus. First year students can hold Freshman to Senior classification. As space permits, students may be assigned to J-Lot.
Non-employees: Non-employees follow the same eligibility policy as State/Research employees for parking. Non-employees include individuals employed at SUNY Upstate through contract employment arrangements.
SUNY Upstate Medical University Parking Garage East
Upstate Garage East is a public garage available to all, including employees and students of SUNY Upstate Medical University as space permits. Entrances and exits are located on Sarah Loguen at Level G (Ground) and Elizabeth Blackwell Street at Level One. The lower three levels, levels G and 1are reserved for daily public parking, while the upper decks are available for monthly parking. The entrances are open 24 hours a day, Monday through Sunday. The Elizabeth Blackwell exit is only open weekdays 6:00 am to 10:00 pm.
A waiting list for monthly parking in the Upstate Garage East and the future Garage West will be maintained for monthly parking as need demands. The list will be based on first come first, first served basis. Once notified of available space and declined by the requestor, space will not be further reserved.
Monthly parkers assigned to the Upstate Garage East are required to obtain a windshield proximity pass in order to facilitate access and egress. If there are any problems entering or exiting the Garage, see the Attendant or use the call box located near the booth or in the stairwells for assistance. Distance proximity readers will be converted to local proximity readers in the East Garage in the late spring of 2008. This same type reader will be used in the new UMU Garage West when it opens in November 2008.
Other Upstate Garage East Procedures
- All vehicles parking in the Upstate Garage East are required to properly display a SUNY Upstate vehicle permit. See vehicle permit information.
- Upstate Garage East parkers must comply with all posted signs, including speed limits, pavement markings and designated disabled parking areas. Vehicles found in violation of the above items, will be ticketed and/or towed.
- First floor and basement pedestrian exits are located adjacent to the stairwell exits. Exits on Adams Street and the south end of Elizabeth Blackwell are equipped with automatic door openers.
- Storage of vehicles is not allowed in the Upstate Garage East.
- No car covers are allowed in the Upstate Garage East.
- No studded tires are allowed above the basement level.
- No insurance appraisers are allowed in Upstate Garage East without the vehicle owner present.
- No vehicle is allowed in the Upstate Garage East that is leaking fluids.
- No vehicle will be allowed into the Upstate Garage East without a current registration sticker on the vehicle. Absent this requirement, the parker will be directed to pull a ticket for daily parking in the Upstate East Garage where the full parking rate will be charged.
- No overnight parking is allowed on the roof of the garage when there is significant snow accumulation

Madison-Irving Garage
The Madison Irving Garage is limited to use by monthly employee parkers as assigned by department heads. It is located on the corner of Madison Street and Irving Avenue, with the entrance on Madison Street. The hours of operation are Monday through Friday, from 6:00 a.m. to 9:00 p.m.
Madison Towers Garage
Spaces in the Madison Towers Garage are limited to use by monthly employee parkers as assigned by department heads to that building. Due to the limited number of spaces, each department has been allotted a representative number of spaces.
Surface Parking
A & B Lots
The A and B Lots' primary use is for employee parking. A-Lot is located on the south side of Weiskotten Hall, immediately adjacent to the electrical transformer pad. The B-1 Lot is located next to the Campus Activities Building, the B-3 Lot is located on the South side of Weiskotten Hall, off of University Avenue, and B-4 Lot is located next to Silverman Hall, off of University Avenue
An A-Lot permit allows access to A-Lot, B-Lots, Adams Street and IHP. E Lot is also available during non-business hours. B-Lot permits allow access to all B-Lots.
The A and B Lots are operational 24 hours a day. Departments requiring access for an outside guest need to make arrangements with the Parking Office or Public Safety two business days prior to the requested date. The B-Lot parking gates are opened from 4:00 p.m. to 6:00 a.m., Monday through Friday and all day on the weekends for use by SUNY Upstate parkers with current vehicle permits. From 6:00 a.m. to 4:00 p.m., Monday through Friday, access is limited.
Widewaters Parkway Parking
SUNY Upstate employees assigned to Widewaters Parkway will not be charged for parking.
E-Lot
E-Lot is a public lot, available for patient and visitor parking. Parking is available at an hourly rate with both lots offering free parking for the first 30 minutes. E-Lot is located off of the SUNY Upstate circle. Rate information is located in the Parking Rates section.
Four Winds
The lot is located just north of the Four Winds building in the 600 block of South Salina Street. Parking in that 100-space lot is pending building occupancy.
Hutchings Psychiatric Center
Hutchings currently supplies 56 spaces adjacent to TU-3 for SUNY Upstate use. Space use is allotted by TU-3 occupants through the SUNY Upstate Parking Office. Current SUNY Upstate fees apply to use of this space. Spaces are allotted by the Departments of Psychiatry and the School of Nursing.
I-81 Lots (1 and 2)
I-81 Lot's primary use is for employee parking. They are located beneath Route 81. I-81 Lot 1is bounded by East Washington, Almond and East Fayette Streets. I-81 Lot 2 is located beneath Rt. 81 and is bounded by East Washington, McBride and East Water Streets.
These lots are operational Monday through Friday from 6:00 a.m. until 8:30 p.m. The lots are paved, lit and fenced. The two lots are attended by a uniformed contract guard during open hours.
Access to these lots is limited to individuals displaying a valid SUNY Upstate parking permit and the current months hanging tag. All I-Lot parkers' ID cards will be operative in the SUNY Upstate Garage East between 4:00 p.m. to 5:30 a.m., Monday through Friday, as well as all day on the weekends and major holidays (marked in red on the SUNY Upstate calendar). Readers are located at the SL entrance, middle and left lanes. ID must be swiped in and swiped out at the SL exit. Vehicles assigned to I-1 and I-2, but illegally parked in the garage during the day will be in violation of the SUNY Upstate Parking Policy. The parking gates in the I-Lots will be locked after 8:30 p.m. until 6:00 a.m., Monday through Friday. The lots are closed on weekends. Access for picking up a car during closed hours is available through Public Safety (extension 4-4000).
IHP Lot
The IHP lot is located on Madison Street between Irving Avenue and South Crouse Avenue, immediately behind the SUNY Upstate Institute for Human Performance. The 88-space lot is intended to meet the patient care access needs related to the building. Until those needs require, the lot will be used by building staff that have been provided proper permits. Allocations of the monthly spaces in the lot are by the department head.
J Lot
J Lot is located on Forman Avenue. It is being used as a temporary lot by students during the West Garage replacement project. All J-Lot parkers' ID cards will be operative in the SUNY Upstate Garage East between 4:00 p.m. to 5:30 a.m., Monday through Friday, as well as all day on the weekends and major holidays (marked in red on the SUNY Upstate calendar). Readers are located at the SL entrance, middle and left lanes. ID must be swiped in and swiped out at the SL exit.
Library Lot Handicapped
The Library lot is located at the SUNY Upstate Health Sciences Library just off University Place. It is a metered lot available for handicapped students and visitors.
Murbro Lot
One Murbro Lot is located on Harrison Street at Townsend immediately southwest of the University Health Care Center. It has minimal use by UMU and is anticipated to close for construction of a hotel in the spring of 2008.
R1 Lot
R1 Lot's primary use is for employee and student parking and is accessed using the SUNY Upstate ID card. The R1 Lot entrance is located just off of Irving Avenue on Wellington Place. The lot is operational Monday through Friday, from 5:30 a.m. to 1:00 a.m. During construction of Garage West, R-Lot is open until 1:00 am. The lot is an oil and stone surface, which is fenced, lit and guarded by the SUNY Upstate Public Safety staff during open hours.
Entry to R1-Lot is operated by the parker's SUNY Upstate ID card. Only valid IDs will operate the parking gate. All R1-Lot parker's ID cards will also be operative in the Upstate Parking Garage East, 4:00 p.m. to 5:30 a.m., Monday through Friday, as well as all day on the weekends and major holidays (marked in red on the SUNY Upstate calendar). Readers are located at the SL entrance, middle and left lanes. ID must be swiped in and swiped out at the SL exit.
Vehicles assigned to R1-Lot but illegally parked in the garage during the day will be in violation of the SUNY Upstate Parking Policy. The parking gates in R1-Lot will be locked after 1:00 a.m. until 5:30 a.m., Monday through Friday. The lot is closed on weekends. Access for picking up a car during closed hours is available through Public Safety (extension 4-4000).
R2 Lot
R2 lot is located on the corner of Forman and Wellington. This lot is available to all R1 lot designated parkers and serves as overflow.
Street and Metered Parking
Metered parking is available on Elizabeth-Blackwell Street, adjacent to Clark Tower, Jacobsen Hall, and the Campus Activities Building. Metered parking is also available on University Place, next to Silverman Hall, and handicap accessible meter parking is located in the Library Lot on University Place. Meters are in force 24-hours per day. The first 12 minutes are free on Elizabeth Blackwell Street.
SUNY Upstate Service Lot
The service lot is located off of Renwick Drive and is for SUNY Upstate service vehicles and use by SUCF personnel only.
University Health Care Center Basement, Garage and Surface Parking
SUNY Upstate basement parking at UHCC (approximately 15 spaces) is limited to handicapped spaces, emergency spaces for physicians and a parking space for a SUNY Upstate van servicing the facility. The space in the UHCC lot is available for patients utilizing the UHCC facility. An attendant will be present during the day, with escorts available by Sutton Security in the evening (located in the First Floor Lobby).
