Monthly Parking Rates

Monthly parking rates for employees, students and contract employees are based on negotiated rates or rates set by management for all parking facilities other than the Upstate Parking Garage East, which is a public facility. The monthly rate for all parkers at the Upstate Parking Garage East is $75 per month plus sales tax. The rates for all other locations are indicated below:

The parking fee of $31.74 plus New York Sales Tax of $2.54 (total $34.28) per calendar month is charged to the following groups:

The parking fee of $25.00 plus New York Sales Tax of $ 2.00 (total $27.00) per calendar month is charged to

The payment is due by the first of each month. Multiple month payments are acceptable and may be made up to one year in advance. Full-time State and Research personnel are encouraged to sign-up for payroll deduction.

Discounted Monthly Parking for Employees

Employees who work on campus and who are assigned to an off-campus lot may be eligible for a discounted rate. Eligibility is met by completing a waiver removing the right to use the garage during off hours and agreeing that the rate is a temporary benefit offered by management. The discounted rate is $15.00 plus New York sales tax (total $16.20).

Payment Overdue

A $1.00 react fee will be charged if the monthly payment is not received in the Parking Office by the close of business on the fifth day of the new month. In addition to the late charge, overdue parkers will have their ID cards keyed out in the Garage, R-Lots and I-Lots and A & B Lots. The pass will be inactivated in Upstate Garage East . Parkers with keyed out ID cards will be responsible to find alternate parking and to cover any fees they may incur until payment is made.

Employees are encouraged to utilize Payroll deduction for parking payment.

All payments may be made at Room 1801 UH, Monday through Friday, 7:00 am to 4:00 pm, in the night depository at the same location, or through in-house mail. Checks are payable to "Upstate Medical University".

Daily Parking Rates

E Lot, Upstate Parking Garage East, Upstate Parking Garage West

Fees for daily use of E Lot, with a maximum of $14, are posted at the entrance of the lot. No discounts are available to employees, students or contract employees.
Daily parking is also available in the Upstate Parking Garage East at the posted maximum daily rate of $14. An employee/student discounted rate of $10.00 is available during the day shift (between 6:00 am and 2:00 pm) with the presentation of a valid Upstate I.D.
Daily parking is also available in the Upstate West Garage for $3 between the hours of 2:00 pm and 6:00 am Monday through Friday and all day on weekends and red holidays to employees with the pre purchase of a token at the Upstate Parking office. Tokens can be purchased at the E-Lot booth when the Parking Office is closed.

E Lot

E Lot parking is only available to patients and visitors of Upstate. Parking for employees and students is prohibited.

Madison-Irving Garage

Parking is available in the Madison-Irving Garage. It is open to Employees, Students and Non-Employees. Parking is paid by pre-purchasing tickets at the Parking Office. The current daily rate is $3.00. The Madison Irving Garage is open Monday - Friday, from 6:00 a.m. to 9:00 p.m. Garage security is present during all hours of service.

Employees and Students utilizing daily parking who leave and return on the same day may obtain a receipt to ensure not paying more than the daily maximum rate. Receipts are valid until midnight of the date of issue.

Public Parking Hardship Policy

A parking fee reduction is available to immediate family members of a patient upon meeting defined criteria. In order to be considered eligible, a hardship form must be completed at the Upstate Parking Office.

The form requires:

Identification of relationship to patient, and
Proof of need via one of the following:
- Active SSI card,
- Active Medicaid card,
- Active Unemployment Check Stub or presentation of a Monetary Determination letter from DOL within one month of the date of issue indicating unemployment status is pending,
- Other type of financial hardship (must be verified by a University Hospital social worker)

Upon arrival, the parking office will provide stickers, for a period not to exceed 5 days on a given occasion. Hardship approval will result in a fee of $2.00 being charged for each day regardless of the amount of time in the lot. The hardship sticker must be affixed to the back of the parking lot ticket, resulting in the maximum $2.00 fee.
