Employee Parking — General Information

Annual Parking Re-Registration

All parkers are required to re-register their vehicles annually in conjunction with the expiration date printed on the permits. Vehicle registrations and a current SUNY Upstate ID are required to be shown in order to obtain new permits. Permits must be affixed to all vehicles by October 31st.   Parkers who fail to re-register their vehicles will receive a written warning, and subsequently denied access to their designated parking location.

Car Pooling

Car pooling is available to employees and students of the SUNY Upstate Medical University. To apply for a car pool pass, one of the car poolers has to be a current parker. The car pool pass will be valid in the parking lot to which the parker has been assigned. All vehicles that are going to be used must be registered and have a current permit displayed. The parking rate will be determined by lot assignment and the current parkers bargaining unit. If both car poolers are current parkers and have the same parking lot assignment, but are in different bargaining units, the rate would default to the lower bargaining unit rate. If the car poolers are assigned to different parking lots and different bargaining units, the parkers are responsible for choosing the primary parker.

To sign up, all persons who are going to car pool must come in person to apply. There will be a $5.00 refundable deposit for the car pool pass, which works the same way an SUNY Upstate ID works in the readers. The SUNY Upstate ID(s) of the current parker(s) will be deactivated.

Car poolers must work the same shift to be eligible for this option.

Instructions For Operating Readers and Windshield Pass

Readers

ID readers are used in all locations except the UMU Garage East. Before inserting the ID in the reader, please make sure that the gate is in the down position for proper operation.

  • Place the Upstate Medical University ID in a vertical position with the black stripe facing you.
  • Insert the card (black stripe in first) at the bottom of the reader and slide upwards.
  • Make sure the card moves through the reader entirely before removing.
  • The light (LED Indicator) on the reader will then turn from green to red and the parking gate will open.

If the parking gate does not open, try again. If your card does not open the gate, ask the attendant in the booth for assistance if available, or use the call box near the booth, or contact the Parking Office at 44801.

Windshield Pass

A windshield pass with instructions will be issued to all monthly parkers who choose to park in the UMU Garage East. The pass is a proximity reader that will cause the gate to open as the vehicle nears the gate .

If you forget your Upstate ID, you will not be allowed entry into your designated parking area and will have to pay to park elsewhere, or you can purchase a ticket to park at R-Lot for $3.00 per day. Tickets are available at the Parking Office, Room 1801, University Hospital.

It is your responsibility to remember your Upstate ID.

Payroll Deduction

Full-time State or Research employees are encouraged to sign up for payroll deduction. A deduction is taken out of each paycheck. Payroll deduction will be processed at the Parking Office.

Any change in status regarding Payroll Deduction is the responsibility of the employee. This would include resignation, termination, switching to another payroll or extended leaves of absence.

Vehicle Permit Information

All vehicles parked in monthly lots/garage, including the public garage, must display a current SUNY Upstate Permit. Permits are issued annually and all parkers are required to obtain new permits at that time.

The vehicle permit must be permanently affixed to the lower right corner of the rearmost side window on the driver's side of the vehicle. Old permits must be removed so that only the active permit is displayed. If the permit is for a truck, it should be placed on the back window on the driver's side. Special permits are available for those vehicles with tinted windows.

Parkers must register and obtain permits for all vehicles used at SUNY Upstate but cannot park more than one at a time while using SUNY Upstate's facilities. Vehicles not displaying the affixed permit are in violation and may be ticketed or towed. Permits are not transferable. Temporary Vehicle Permits are required on vehicles that are being used on a short term basis at SUNY Upstate.

Temporary permits can be obtained at the Parking Office (Location: room 1801, University Hospital, 750 East Adams Street, Syracuse, New York 13210. Telephone: 464-4801)

During business hours, vehicles are permitted to park in only lots designated on the vehicle permit. All SUNY Upstate parking lots are identified by signs at the main entrance of the parking lot.
