Educational Benefits for PEF/Registered Nurses
The following programs are currently not available at this time:
- The Certification and Licensure Exam Fee Reimbursement program
- The College Tuition Reimbursement program (including the Nurses' Enhanced Pilot CTR Program)
- The Public Service Workshop and Seminar Reimbursement program (including the Nurses' Enhanced Pilot WSR Program)
- Voucher Program including the Nurses' Enhanced Pilot Voucher Program
PEF Represented RN Certification and Licensure Exam Fee Reimbursement Program
Eligibility: At the time of registration for the exam, and upon successful completion of the exam, an employee must be either:
- A New York State employee with Attendance Rules coverage in the Professional, Scientific and Technical Services Unit (PS&T Unit) who is either full- or part-time, has completed the 13 biweekly pay period qualifying period to earn and use vacation; or,
- A New York State employee in the PS&T Unit who has been laid off in the past year, and has not been rehired in a PS&T State or Roswell Park position, and is on the appropriate Civil Service or Roswell Park Preferred List; or,
- A New York State employee in the PS&T Unit who is on full-time non-disciplinary leave without pay (must be documented with a letter from agency personnel or human resources director).
Description: The Certification and Licensure Exam Fee Reimbursement Program (Program) provides reimbursement of certification and licensure examination fees to state employees in the Professional, Scientific and Technical Services (PS&T) Unit. The time period covered by this Program is April 1, 2011 – December 31, 2011. During this time period, an employee can be reimbursed a maximum of $600 for certification and licensure examination fees. Please note, this program does not cover fees for Civil Service exams, which are reimbursed through PEF Membership Benefits. Tuition Reimbursement Program
- College Tuition Reimbursement Program – Employees are eligible to be reimbursed for a maximum of two courses at a rate of up to $621 for a three-credit undergraduate course, up to $828 for a four-credit undergraduate course, up to $1,200 for a three-credit hours graduate course, and up to $1,396 for a four-hour graduate course.
- Workshop and Seminar Reimbursement (WSR) Program (formerly the VALT Program) – Employees are eligible for up to $1,000 in reimbursement for workshop and conference attendance between April 1, 2010 - March 31, 2011.
Nurses’ Enhanced College Tuition Reimbursement (CTR) Program Workshop & Seminar Reimbursement (WSR) Program (Formerly the Voucher Alternative (VALT) Program)
Eligibility: To be eligible for the Nurses’ Enhanced CTR program, an applicant must meet the following two requirements:
- Be a PS&T Unit nurse matriculated in a nursing degree program that leads to a four-year degree, a master’s degree, a post-graduate certificate**, or a doctorate.
- Meet eligibility criteria pertaining to employees and covered coursework under the regular CTR program (see applicable guidelines).
** A post-graduate certificate program would be offered at a Graduate School of Nursing (for example: Advanced Certificate in Nursing Education, Advanced Certificate in Palliative Care Nursing, or Statutory Certificate in Psychiatric/Mental Health).
To be eligible for the Seminar Reimbursement (WSR) Program, an applicant must meet the following requirements:
The applicant must be actively employed in the PS&T Unit at both the start date and completion date of the course, and must be a New York State employee with attendance rules coverage who is either full or part-time (working 50% or more), and has completed the 13 bi-weekly pay period qualifying period to earn and use annual leave (vacation).
Description: The Workshop & Seminar Reimbursement (WSR) Program reimburses eligible employees in the PS&T Unit for attendance at non-credit-bearing professional development courses, workshops, conferences, and seminars given by accredited providers. WSR enables employees to improve job-related skills in their profession, and to achieve the knowledge and skills necessary for career mobility and promotional opportunities.
Public Service Workshops Program
Description: The Public Service Workshops Program (PSWP) is for New York State employees in the Professional, Scientific, and Technical Services (PS&T) Unit. Most workshops address the professional development needs of employees in job titles or professions within seven major Occupational Groups.
Employees can register for these workshops through NYS-Learn, the state’s online learning management system at www.goer.state.ny.us/Training_Development/NYS-Learn/index.cfm. This link will take you to the NYS-Learn welcome page. If your agency has already provided you with a username and password for NYS-Learn, simply click on the “NYS-Learn login” button. This will take you directly to the login screen. If your agency has not given you a username and password, click on the “Create an account” button on the NYS-Learn welcome page. This will take you to an online application form to create an account.

PEF/PSTP Online Non-Credit Program
Description: The Governor's Office of Employees Relations (GOER), on behalf of the New York State/Public Employees Federation Professional Development Committee, has partnered with Binghamton University to offer continuing education online courses free of charge to New York State employees in the PS&T Unit and M/C employees. These courses will meet a variety of professional development needs and each provides Binghamton University continuing education units (CEU's).
PEF/PSTP Voucher Program
The Voucher Program including the Nurses' Enhanced Pilot Voucher Program will no longer be available in the 2011 fiscal year.
Registered Nurses – Nursing Education Loan Repayment Program
Description: NELRP is a competitive program that repays 60 percent of the qualifying loan balance of registered nurses selected for funding in exchange for 2 years of service at a critical shortage facility. Participants may be eligible to work a third year and receive an additional 25 percent of the qualifying loan balance.
Authorized by Section 846 of the Public Health Service Act, as amended, the purpose of the NELRP is to assist in the recruitment and retention of professional nurses dedicated to providing health care to underserved populations.
When you submit the NELRP application, you enter into a contract with the U.S. Government. There are serious consequences for breaching this contract. Please read the application guidance carefully before deciding to apply to the NELRP.
