Research Abstract

Dr. Kanter’s child health services research investigates pediatric care in public health emergencies. A better understanding of the balance between potential healthcare needs of children and existing resources for their care will lead to better strategies for integrating pediatric disaster services into regional systems of care.

Recent work includes empirical observations on pediatric post-disaster health problems [1-3] and available resources [4]. Strategies to extend available resources serving disaster surges have been explored empirically in key informant interviews [1,2], with quantitative modeling methods [5-8], and in a consensus development process [9]. National policy recommendations follow from the evidence [10-13].

Research in progress, in collaboration with a team at the National Center for Disaster Preparedness at Columbia University, investigates the potential need for rationing of care if disaster surges greatly exceed available resources. Quantitative modeling will explore the limits of available resources and the population outcome consequences of alternative rationing algorithms. Survey studies will determine the extent of public and professional awareness of potential rationing rules, including preferences regarding treatment of children as a priority group in an overwhelming public health emergency.
