New York Communities and Preceptors— Community of Lowville


Lowville is a community of 18,000 located on the eastern edge of the Tug Hill Plateau, which is famous for its average yearly snowfall—more than double that of Syracuse. Lowville lies on the western edge of the Adirondack Park, 2 hours directly Northeast of Syracuse and 45 miles East of Lake Ontario. Much of Lewis County is federally designated as a Health Manpower Shortage Area.

The primary preceptor for this site is Dr. Elwin Stillman, a residency trained and board certified family physician. Dr. Stillman is a 1974 graduate of SUNY Downstate Medical Center (AOA) and graduated from the Family Practice Residency Program at St.Joseph's Hospital Health Center in 1977. His office is located in a physicians office building attached to the hospital. Other specialist preceptors with whom the student works are located either in Lowville or at Samaritan Medical Center in Watertown, 28 miles to the northwest.
Lewis County General Hospital is a modern (20 y.o.) 55 bed facility with Medical/Surgical, CCU and OB/GYN services and is located in the village of Lowville.

Preceptor Profile: Dr. Elwin Stillman

Dr.Stillman practices in the town of Loweville. There he takes care of a predominately older adult population but does see a number of pediatric patients.. The diverse population he works with includes the poor, and the mentally ill among others. His work involves time in the office and the hospital, and nursing homes. In the office he performs such procedures as cardiac stress testing, joint injections and cryosurgery among many others. He is in a very technologically up to date practice and has computers in each exam room.
