The need for a contract is determined by the expenditure level, as well as the nature and duration of the relationship. In general, a contract is required for any relationship where one or both parties are expected to perform or provide specific functions or services, and/or operate within a defined set of parameters, over a defined period of time. While most such relationships involve financial consideration, not all do (i.e. memorandums of understanding, affiliation agreements).
