RESEARCH ABSTRACT
Dr. Fullagar attended medical school at the Jefferson Medical College in Philadelphia, PA. He then went on to complete his Emergency Medicine
Residency and EMS Fellowship at the SUNY Upstate Medical University in
Syracuse, NY. Dr. Fullagar is the medical director for the Western Area
Volunteer Emergency Service (WAVES) Ambulance, an advanced life support service
based in Camillus, NY, and other EMS agencies in the Central New York Region.
He has previously served as the medical director and flight physician of the
Onondaga County Sheriff’s Office Air-1. Dr. Fullagar has nearly 30 years of
experience as a prehospital provider and remains actively involved in field
delivery and oversight of basic and advanced medical care. He is a certified
instructor in Advanced Cardiac Life Support. He has been Board Certified by the
American Board of Emergency Medicine since 2004 and holds a Subspecialty Board
Certification in Emergency Medical Services. He currently holds a faculty
position in the Department of Emergency Medicine at Upstate Medical University
and works clinically as an attending emergency physician. Dr. Fullagar has
served on the Board of Trustees of the Air Medical Physician Association, an
international group of critical care transport medicine physicians, since 2008
and is currently a Past President. He is a member of the American College of
Emergency Physicians, the National Association of EMS Physicians, and the Air
Medical Physicians Association. Dr. Fullagar also holds a position on the
Regional Medical Advisory Committee for Central New York EMS (CNYEMS) and is
the chair of the CNYEMS Regional Policy and Protocol Committee. He is also the
current co-chair of the New York State Collaborative EMS Protocol Committee.
