Construction for new parking garage remains on schedule

Work remains on schedule for the construction of Upstate Medical University's new parking garage, designated as the West Garage. Work will continue through November on the garage's foundation and underground utilities. Precast concrete will begin arriving on site in December to be assembled over a period of about four months. This is the same process that was used to construct the East Garage. Once completed, the building will begin receiving utilities: elevators, lighting, generators, plumbing, fire systems and gate entry systems. The schedule for the bridge over Sarah Loguen Street to the East Garage has not been finalized. The entire parking garage project is expected to be completed next fall.

A parking lot has been created on the site of the old parking garage to accommodate University Hospital volunteers and medical residents. This parking lot was part of the initial planning developed when the garage was scheduled for demolition.

All outlying parking lots served by shuttle buses, including Alliance Bank Stadium lot, will continue to be in service until the West Garage opens.

Area construction to cause campus traffic restrictions through October

Elizabeth Blackwell Street will be reduced to one lane from Oct. 5 through 13 to accommodate work on underground utilities. During this time, metered parking on Elizabeth Blackwell Street will be unavailable, and dropping off and picking up passengers in front of the CAB and Jacobsen Hall will be prohibited. Individuals wishing to pick up or drop off passengers should use the SUNY Upstate Medical University Parking Garage by entering from Elizabeth Blackwell Street. The SUNY Upstate shuttle will continue to make stops in front of Jacobson Hall during this time.

In addition, expect delays on East Adams Street throughout October as work on underground utilities continues. Crews will work on East Adams Street near Elizabeth Blackwell Street Oct. 3 and 4 and 14 through 18, and in the Emergency Department parking lot Oct. 17 through 27. Paving in this area is likely to occur in early November. Access for emergency vehicles will be maintained at all times.

Bids are opened for University Hospital's vertical expansion project, including Golisano Children's Hospital

SYRACUSE, N.Y. - Bids for three of the four construction contracts for University Hospital's vertical expansion project, which includes the Golisano Children's Hospital, have been opened by the State University Construction Fund (SUCF). The SUCF, the state agency responsible for the construction of the vertical expansion project, oversees construction activities at all of SUNY's non-community college campuses.

The contract for vertical expansion interior work will be bid this fall.

Before a contract is awarded, bids are subject to a due diligence review by the SUCF and the Office of the New York State Attorney General and the Office of the State Comptroller.

“We are pleased with the number of bids we have received for this key project,” said Phillip S. Schaengold, JD, MBA, chief executive officer of University Hospital. “While we expected some increases in construction costs, due particularly to increases in construction materials and fuel since planning for this project began, the bids that have been opened over the last several weeks will enable this project to move forward.”

Schaengold applauded the efforts of many employees who have worked on this project. “The planning that has brought us to this point has involved many employees from all across campus,” he said. “I am grateful to everyone for their hard work and determination, and we are all eager to move on to the next step.” Schaengold said he is confident the bid review process will go smoothly and that work on the vertical expansion could begin by September.

The state health department has approved a total project cost for the vertical expansion of $118.9 million to cover all aspects of the project, including construction management fees and equipment costs. Total cost of the project can only be ascertained after the final bid is awarded. Should the contracts and other costs exceed $118.9 million, the hospital would submit a revised budget to the state health department for approval.

The state legislature has granted University Hospital the authority to finance the construction through bonding. In addition, $21.5 million was raised during a capital campaign to help build the children's hospital portion of the vertical expansion.

The vertical expansion will be a six-story addition to be built atop University Hospital's east wing. It includes patient care floors for oncology, neurology and cardiology services and the two-story Golisano Children's Hospital of Central New York.

The low bid for the core and shell contract (the building exterior) was submitted by LeChase Construction LLC, based in Rochester, N.Y., $37,665,000. An additional bid was submitted by Northland Associates, Liverpool, N.Y., $45,755,000. Prior to bid, officials estimated the cost of core and shell at $38,117,000.

The low bid for mechanical work (plumbing, fire protection, heating, air conditioning and ventilation systems) was submitted by North Central Mechanical, Victor, N.Y., $27,961,000. Additional bids were submitted by Bell Constructors, Rochester, N.Y., $29,857,000; Burns Brothers Construction, Syracuse, N.Y., $31,905,000. Prior to bid, officials estimated the cost of mechanical work at $26,949,000.

The low bid for electrical work was submitted by Ridley Electric Co. Inc., Syracuse, N.Y., $13,570,000. Additional bids were submitted by Huen New York Inc., East Syracuse, N.Y., $15,596,000; O'Connell Electric Co., doing business as Syracuse Merit Electric, East Syracuse, N.Y., $16,661,500. Prior to bid, officials estimated cost of electrical work at $11,433,000.

The new bid package splits the Vertical Expansion project into four different contracts: HVAC (heating, air conditioning and plumbing), Architecture, Core and Shell, and Electrical work. The creation of multiple contracts for a project as large as the Vertical Expansion is not uncommon.

We have heard from numerous contractors who are interested in this project, but said it was too large overall for them to be involved, said Dick O'Shea, assistant vice president for management. By repackaging the bid as we have, we expect the project to appeal to a larger number of potential local and regional contractors." Once the bids have been awarded, contractors will begin planning pre-construction activities on the site. Construction could begin in September with completion set for 2009.

The Vertical Expansion is SUNY Upstate's most ambitious construction project since opening University Hospital in 1965. The six-story Vertical Expansion will rise above University Hospital's East Wing and features floors dedicated to oncology, cardiology and neurology services and the Golisano Children's Hospital. One floor will be used to house heating, air conditioning and other technical systems.

The project's architect, Karlsberger, is finalizing the revised plans under the direction of the State University Construction Fund, with the local assistance from King and King Architects, as well as the Pike Company, which serves as the project's construction manager.
